Building Classes

After the Beacons update, all settlement buildings begin at C-class. Each class upgrade improves the building's output and may unlock new benefits:

Positions two and three exist to get the settlement into surplus. Take every offer to build or upgrade one of these while you are below break-even.

Position four addresses the multiplier. Happiness feeds productivity, so a Saloon on a settlement with adequate output is worth more than another production building on a settlement with poor morale. Add it once the surplus is stable, not before.

Positions five through seven are bought with surplus rather than paid for by it. Each adds maintenance in exchange for a perk you use as a player and a product category you would otherwise never see in your claim. Position eight is deliberately last. Population expands the ceiling, and expanding a ceiling you are not pressing against is pure cost.

When two offers compete and both look reasonable, prefer the one that upgrades an existing building over the one that adds a new structure, and prefer the category you currently lack over a duplicate of something you already run.

Building Mistakes to Avoid

Approving every Construction Opportunity that appears. Each one is permanent maintenance and a blocked build slot. Declining costs a cooldown, nothing more.
Building new structures while the settlement is in debt. New buildings start at C-class and typically run at a loss, deepening the problem you are trying to fix.
Stockpiling Residences early. Population is a cap, not an engine.
Leaving the build slot empty overnight. The timer runs while you are logged out, so the last thing you should do before leaving is start something.
Spreading upgrades thinly across every building. One S-class Farm outperforms three C-class buildings for less total upkeep. Take one building to the top before spreading out.
